Help! Can't Flash BIOS: Motherboard Failing to Detect or Flash BIOS

TLDR: Can't get into/flash bios and have tried everything. Narrowed it down to the motherboard failing to detect or flash bios and don't know how to proceed. I got my CPU and motherboard in the mail and have been trying to get it to post all day. This is the first PC I've been this stumped on, and I can't find my exact issue online. I've narrowed it down to the motherboard having a corrupted BIOS, but I can't flash it. When I hit the Q flash button (USB plugged into the correct port and only the 24-pin, and then when that didn't work, also the 2x4 CPU plugged in), it starts to initialize the flashing process with the quick flashing light for about a minute and a half before clicking, the light briefly going static, and fully shutting off. I've tried with every BIOS update on their site, and not a single one works. I've done everything by the book, disassembled and reassembled the PC numerous times, everything is plugged in correctly, and the PSU and thumb drive are fully functional. I just can't get this motherboard to post.
